Background

To apply for statewide certification as a certified community behavioral health (CCBHC) state, the New Mexico department of health contracted with Hess III Consulting to perform a statewide health information technology needs and capacity assessment.

Outcomes

Hess III Consulting facilitated in-person site visits, focus groups and key informant interviews to understand the health information technology capacity of New Mexico's provider network in urban, rural and frontier areas. This analysis led to actionable recommendations for infrastructure development, resource allocation, training, and technical assistance, positioning New Mexico to successfully apply for the federal funding.

About the Customer

The New Mexico Department of Health (NMDOH) is a key executive agency within the state government of New Mexico. Its mission is to ensure health equity by working with partners to promote health, well-being, and improved health outcomes for all residents of the state. NMDOH provides a statewide system of public health services, including:

Background

The State of New Mexico was interested in pursuing certification to become a Certified Community Behavioral Health Center (CCBHC) state and needed to assess the health information technology capabilities to qualify for federal funding. The challenge was to perform a comprehensive and thorough evaluation that would identify current strengths, weaknesses, and areas needing improvement in order to align with best practices from other states.

Our Approach

Hess III Consulting was hired to perform the statewide health information technology assessment. The assessment process included a detailed literature review and data collection from a wide array of healthcare providers across urban, rural, and frontier areas. Hess III Consulting used data from the literature review to inform focus group and key informant interview questions that were facilitated through in-person site visits across the State. Following interviews and focus groups, we designed a custom survey to validate needs assessment findings and deeper understand the drivers of preliminary findings. We offered a published report and presented findings directly with State officials, with opportunities for questions and answers. 

Outcomes

The needs assessment unlocked key insights into provider's current access to broadband internet, use of electronic health records, capacity to connect to health information exchanges and overall information technology literacy. Recommendations included multi-system partnerships to strengthen access to broadband internet; especially in rural, frontier areas and on tribal land. Following the presentation of findings, New Mexico determined it was not position to apply for statewide CCBHC certification, and shared how the needs assessment helped inform their decision to instead focus on further capacity building and infrastructure development.
