Our Founder and Chief Executive Officer

Hess III Consulting was founded in 2007 by Robert Hess III based on his personal experience as a peer and family member of individuals with a serious mental illness. Following six years of chronic homelessness, Robert was awarded a full-ride scholarship to complete his bachelors in Social Work and launched Hess III Consulting within days of graduating.

Today, Robert is a health and human services executive and advisor who helps providers, payers, public-sector leaders and private equity execute complex system change with speed, discipline, and low risk.

Over more than 25 years, Robert has led strategy, policy, and performance-improvement initiatives that have driven over $40 billion in measurable growth across 200+ organizations, including Fortune 5–500 companies and local, state, and federal agencies such as the World Bank, World Health Organization, The White House, SAMHSA et al.

His work spans all 50 U.S. states and seven U.S. territories; Mexico, India, Costa Rica, the Philippines, Kenya, and Tanzania, impacting over 85+ million people; giving him rare comparative insight into how health and human service systems succeed—or fail—across regulatory, political, and operational environments. This national and international breadth allows Robert to identify patterns early, anticipate regulatory and operational failure points, and apply proven playbooks rather than costly trial-and-error.

Robert holds a Bachelor of Social Work from Arizona State University, an Master of Public Health from Johns Hopkins University, and executive education from Harvard Business School. He is a Project Management Professional (PMP) and LEAN Six Sigma Black Belt, and an ordained minister—bringing both execution rigor and people-centered leadership to complex transformations.
